Master of Time can be found in Guild Lobby (#zone guildlobby 40 421 1). He will allow you to create an instance of specific zones.

Master of Time whispers, 'Hi there <player>, I can create instances, add players to those instances, or reset a lockout. Please note that all instances are unique if started, and if you want to join others in an instance, one person needs to Start one, and the rest Add themselves to it. You may Start a single instance each day of each zone for free, only reseting the lockout will cost AA. There is a 1 day lockout on zone in, do not zone out or you will be locked out.
