Progression begins by speaking with the Tier One NPC in the guild lobby and collecting keys.
He asks you to collect the Sebilis Key, Veeshan Peaks Key, and Velious Key.
You should also pick up the task for the Imperium's Fury/Majiks Quest as well since the drops required will be in the tier progression zones.
