Total Recall is in Guild Lobby (#zone guildlobby 60 494 1). He offers daily quests to kill monsters in specific zones and rewards you with bags of platinum. You can take multiple daily quests if you are level-eligble, but not the same one. The following zones are available:

Total Recall whispers, 'Greetings adventurer. I have an assortment of tasks for players young and old. Adventurers below level 40 qualify for the [Lower Guk] task. Perhaps you would prefer to attempt something more difficult like the [Dulak] task, for adventurers 60 and below. I also have tasks for well travelled adventurers. If your 74 and below, you could try your hand at the [Plane of Fire] task. Have you been to [Kod'taz]?'
Selecting a zone that you are too high for gives this response
Total Recall whispers, 'You are to high level to receieve that task.'
Selecting a zone that you already have the quest for gives this response
Total Recall whispers, 'You are already on this task today, go out an complete it first before asking for another.'
Selecting a zone that is available for your level range you will get the following message and a new quest will be added to your journal.
You have been assigned the task '<zone> Daily'.
